Getting started with ODP

Choosing Jubile Care is your right, and it's simple.

In Pennsylvania, every person receiving waiver services chooses their own willing and qualified provider. Your Supports Coordinator (SC) helps make it happen.

Tell your SC

Let your Supports Coordinator know you'd like Jubile Care. Not registered with ODP yet? Start with Philadelphia Intellectual disAbility Services (IDS), and we'll point you in the right direction.

We respond fast

Your SC sends us a referral. We reply within 24 hours with a clear yes and a proposed start date, or an honest answer if we can't staff it.

Written into your ISP

The service, units and outcomes go into your Individual Support Plan and are authorized before our first visit.

Matched & supported

A program lead trains your staff on your ISP, health needs and communication style, then checks in with you and your SC at least every three months.

Why families choose us

Care led by a nurse. Built around a person.

Jubile Care was founded by Cecile Jubile Bain, LPN, a nurse who believes the best support is the kind that helps people do more for themselves, not less.

  • Nurse-founded leadership. Health needs, medications and changes in condition are taken seriously from day one.
  • Person-centered from the first meeting. We use Charting the LifeCourse tools to learn what's Important To and Important For each person.
  • Families as partners. Most people we support live with family. We listen to you and support you too.
  • Evenings, weekends & short notice. Services are scheduled when the ISP calls for it, not just 9 to 5.
  • Every visit verified. Electronic Visit Verification (EVV) and a service note for every span of support.
What we believe

Our values come straight from Everyday Lives.

People with disabilities have a right to an everyday life, no different from that of any other citizen. These values guide every policy, every hire and every shift.

Choice & control

The person directs their own life and services. We support decisions; we don't make them.

Person-centered

We plan around what's Important To and Important For each person.

Community

Being part of the community, not just present in it, with relationships that aren't paid.

Employment

Everyone who wants to work can work. We support the path to competitive, integrated jobs.

Safety with dignity

We protect health and safety while respecting the right to make choices and take reasonable risks.

Positive approaches

All behavior has meaning. We respond with understanding, never punishment or force.

Families as partners

We listen to families, respect their knowledge, and support them as well.

Quality

We measure success by the satisfaction of the people we serve, and we keep improving.

Life, supported

Real moments are the whole point.

Questions families ask

Good questions deserve straight answers.

Pennsylvania's Department of Human Services encourages families to ask every provider about experience, training and references. Here's where we stand.

Who does Jubile Care support?

Children and adults with an intellectual disability or autism who receive services through ODP's Consolidated, Community Living or Person/Family Directed Support (P/FDS) waivers, plus older adults and families who choose private pay home care.

How do I start ODP services with Jubile Care?

Tell your Supports Coordinator you'd like Jubile Care. Your SC sends a referral, the service is written into your ISP and authorized by the Administrative Entity, and we begin. If you aren't registered with ODP yet, contact Philadelphia Intellectual disAbility Services (IDS) first.

How are your staff screened and trained?

Every staff member clears a Pennsylvania State Police check, an FBI fingerprint check when required, a Child Abuse History Clearance for work with anyone under 18, and Medicaid exclusion checks. They finish orientation before working alone, then complete 24 hours of training every year, including rights, incident management, Positive Approaches, health and safety, and first aid and CPR.

What if I'm not happy with my staff or services?

Tell us. You can raise a concern without fear of retaliation, and we respond quickly. You also always keep the right to choose a different provider through your SC.

Do you offer care that isn't covered by a waiver?

Yes. Our private pay home care covers personal care, companionship, respite for family caregivers, meals, errands and overnight support, with a free consultation to build your plan.

Which areas do you serve?

We serve Philadelphia County. Reach out if you're nearby; we'll tell you honestly whether we can staff your area.
